Don't get your panties up in a bunch, I simply pointed out that your "facts" are almost a decade old.

From living & working in a major metro area, I can tell you that there is migration from the city to the burbs or smaller towns. The main reason is job loss.

Schools facilitate learning. Even a "bad" school can help a child who wishes to better themselves thru knowledge.
Parents are the true educators of children.
I taught Jr. High for 5 years and was constantly amazed at how well those kids learned what their parents taught them.
Most alarming was the depth of their hatred and rage.
