What stock screeners will compare a stock to others in it's industry on a 12 month by things like: pe, p/s, debt ratio, etc ?

Perhaps on a 12 month basis?

Can you recommend a stock screener site that will screen for :

1) Look for stocks with P/E twice the prevailing AAA Corporate Bond interest yield (but no less than 10).
2) Look for stocks making a low around 50% of their two year high.
3) Price at two-thirds of book value.
