Stock dividends question please help

Hello,

Do you know where to find the list of all US stocks paying the highest dividends and how often the payout is (monthly, quarterly, annually)?

I found this page

Washington Post is $9 per share. Is it really paying so much?

If I am not from USA, trading with some broker like IB and buy shares (or exercise options call contract) am I eligible for dividends too or not?
