Balmer was crucial in taking MSFT from a 30 person private company to a public company that dominated it's field. He just sucked at running it as a mature company years later. That's doesn't make one a mediocre person, it just makes them really good at one thing and not at another. Throwing stones when one has achieved success at neither of those things isn't terribly impressive.
