SEC's Exchange Act Rule 15c2-11 apply for pink no information stocks not for pink current

Is a bug from your Clearing firm Vision ? Are these stocks flagged incorrectly ?

In order to open pink sheet stocks, first you must have access to OTC Markets data. If the pink sheet is DTC eligible and its above $.10 you can trade it. If it is not DTC eligible you will have a hard time trading it anywhere.
