it is not surprising. e.g.the US government lies about inflation numbers,
in order not to make increased social security payments to old people.

After any natural disaster the death rate tends to go up in the recover. People get ill while dealing with food, housing, utility service and medical care problems in the wake of the storm.

This does not mean however that these people were killed directly by the storm which is what the official death toll is about. Did these people drown in flood waters, did the wind collapse their houses on them? No. Their deaths are not directly attributable to the storm.

should it have added that 990 were indirectly attributed to the storm or 900 plus or minus due to government incompetency at all levels after the storm.

If anything, the root cause of the after-the-event deaths is a result of the government doing too much for Puerto Rico over the years and creating a Democratic Plantation mentality and the obligatory learned helplessness.

The death toll could have been much worse in Florida and Texas except they have always operated on the wild and crazy idea that they need to take responsibility for preparedness and response and to have a functioning infrastructure before the hurricane.

What did Obama do to help Puerto Rico up its game a little in life? Oh, that's right. He commuted the sentence of the Puerto rican bomber/killer to give a little boost to the independence movement, at a time when they mostly want statehood. Nice. Sort of the Bill Ayers School of Economic Development.
