This is super tough. Paul Rotter made his career just on this. Does somebody know Moncada or the firms involved? I guess he must nobody to be prosecuted by CFTC like this...

Where is Paul Rotter nowadays? He left Gibraltar for SIngapore as far as I can remember? But then, HFT trading in Singapore can be quite "challenging"

"God fearing"? Usually, they are only "SEC/NFA/FINRA/OCC fearing"....
