no...the blockchain is already synched with a satelite. Even when all power goes down, the people who survived the chaos, did not get killed by looters, died in hospitals and so on will have access to their BTC once they established an uplink to the satelite.

Right now, everybody can buy a satelite receiver and access the blockchain. You don't even need internet.
