I'm a bit of a newbie but here goes:

1.) Is it possible to short ETF stocks at Interactive Brokers or at any other brokers for that matter?

2.) Can ETF stocks be margined just like regular stocks at a 4X rate?

3.) Is it possible to short or go on margin with an account that is a retirement account?

Yes, etfs are traded as regular marginable stocks. This includes selling them short on margin. You cannot short in retirement accounts because retirement accounts are not marginable.
