You know why New York City schools mostly stay open on blizzard days? Because many children live in homes without heat and the school is a safer place for them. If you live in NYC, yeah your tax dollars go to that.

Not to hard to educate yourself here. Go to the school district and ask. Mine, one parent simply had to sign a form stating that they made less than $x and that was it, the kids "qualified."
