I blame the Navy also. The captain escaped briefly, but the Navy wasn't prepared to assist him. If they laid down covering fire, he could have gotten away. Instead, the Navy sat there and did nothing while the pirates recaptured him. I have to wonder if they were under orders from Washington not to use deadly force.
One solution would be to blow a hole in the lifeboat and tell the pirates the only way they are being rescued is to drop their weapons and release the captain.
