Software that alerts you to a non-specific bar break?

I'm looking for software where I can set non-specific bar-break alerts, (as opposed to breaks of a specific bar), such as these examples:

Alert me the next time AAPL breaks above its prior 30-minute bar (even if tomorrow).
Alert me the next time MSFT breaks below its prior 5-minute bar
Alert me the next time QQQ breaks above its prior 2-hour bar (even if in a day or two)

Any brokerage software or standalone software that does this??

not sure if there is anything like this out of the box. But it is really easy to code in NinjaTrader or any other platform.
 
Sheesh basic stuff.

Horizontal line (drawn and extended from whatever bar) break alert.

Don't most basic charting software offer that?
