I'm not sure about the spending in Colorado... tax rate has changed by a few tenth's of a percent occasionally, and they are not allowed to hold surplus funds. I don't know about any provisions for running a temporary deficit...

And Ross Perot.... NOT JK... He was our last prior hope before Ron Paul... unfortunately it's like Grandpa's wisdom... "hope in one hand, shit in the other... see which gets filled up first."
