There is already a law on the books that says that our embassy will be in Jerusalem. That law requires a presidential order to the State Dept to implement and that order was not issued by previous administrations. A waiver was submitted every November to extend the non-implementation another year. Trump let that deadline pass Monday.
Placing our embassy in Jerusalem is not an overt declaration of a foreign capital. It is a recognition of Israel's seat of government.
