The TGV still beats the ICE, 300km/h is the max speed for the ICE, this is only the "commercial" speed for the TGV.
The TGV has been around for more than a quarter of a century, nowadays TGVs are faster than the first models...

And BTW, the TGV is about the only thing related to railroads that works, in France
