If it's a VIX related product you're going to need a license from CBOE and I doubt there isn't a country where some bank doesn't already have it locked up. You may be able to relicense it from one of the banks. Many branded OTC products trade under license. The S&P 500 used to be licensed pretty much everywhere. If this is real your next step should be to a good IP lawyer.
