They had a large contingent of permanent employees, have invested in their businesses (and not waited for a hurricane to hit) , are not just subcontracting with 2 employees and overcharging PR while putting in strange clauses into contracts. Plus they already worked in Texas and Florida following hurricanes.
And they don't have a relationship with someone in the Trump admin they can grease.
