1) ZH is a site well known as linked to the Russian propaganda machinery.
2) Russia shot down the ATACMS, hence fragments rained on their civilians (who are on vacation in occupied territory while a war is going on, brilliant idea).

Look, if this munition actually was targeting the location far more people would be killed (especially given the setup). I don't really want to debate the stated injury number but it wouldn't surprise me if it was grossly inflated (accuracy of Russian i.e. dictatorship news reports tends to be North Korea level).
3) Russia targets and kills over a dozen Ukrainan civilians daily on average since the start of the invasion, indisriminately using cruise missiles, drones, and glide bombs up to 3000 kg. For instance, they've destroyed approximately 4000 schools, preschools, and academic facilities (and actively targets them and e.g. hospitals). Ukraine deliberatly stays clear of responding in kind, this is unlikely to be a change of that policy.
And pretending you're concerned for the privileged Moscow elite who can be on vacation whilst ethnic minorities in Russia are sent to the front to die (KIA+WIA at a rate of about 1200 per day for most of the past year) is fucking ridiculous.
