serious phone problem

I've been having a problem with my phone lately. People would email mail me and tell me my phone was off the hook but it wasn't. Other people would call me with no problem. I finally figured out that if the call was with a cell phone every thing was o.k.
but from a land line they got a busy signal. The repair man hasn't been able to fix it.

Has anyone else had this trouble and if so, what did they do about it.

The problem could be on your end - try rebooting your phone. If that doesn't do it, the person who calls from a landline should call their customer service to report no service to a working number.
 
I've tried the rebooting and so has the repair man. Doesn't work, Guess I will have to get rid of my land line.
