I think the deterant there would be getting caught before the act or while in progress. Obviously they don't care about getting caught after. In fact, they are usually dead anyways.

the first attack was on feb 26, 1993. so why was sept 11 chosen if terrorists like to repeat on anniversaries?

China, N. Korea, and Iran will be the new axis powers and declare war in a few years. The date of attacks will be March 22nd, 2011. That's the rumor.
