It would be easy to do in VB thru the IB TWS API. You can get code samples from the YHOO IB API group on how to connect to the TWS and there are plenty code examples on sending /receiving email, using VB, in the various VB forums.

You could just have your orders executed by sending from excel to an auto trader platform!
