Self-Dealing on bonds?

I entered a more aggressive ask than the NBBO, but it didn't update the NBBO. It didn't even show up in the level 2 order book.

edit: nevermind, it's just adding fees to all the ask prices.

probably done by calling a bank dealer. he did a lot of volume so paid higher price.
