It was a really stupid comment. I can only think of the Nazi's choosing not to invade switzerland because they were their banker.
Western countries would never do this. Thus, a ludicrous comment.
Economic warfare is not the same as invasion. I choose starving a country out to fight, over invasion. That's what we're doing to Iran, and it's working.
