Secondary username with SLS opt-out for API access. Possible?

I would like to have secondary username at IB without "Secure Login System" for API trading access, is that possible? I only see option for SLS opt-out in my primary username settings.

This is what I want to achieve:
1. Primary username with SLS/2FA
2. Secondary username without SLS/2FA, with IP restriction
