Regarding the whole SEC incompetence vs. SEC corruption debate... are the two really mutually exclusive?

No...not mutually exclusive.

But one is prosecutable. The other is usually used as an excuse to not be prosecuted...
 
now the CFTC needs to do the right thing and start "evening out'

the playing field for the small specs who get thrown around all the time by the whales and large specs
