sec fees did you get lowered from 30.70 per million yet?

Assent is charging me $30.70 as of todays runs. Has any firm lowered the sec fees already. I found this link that says sec fees should be 15.35 as of tuesday 2/21.

"In addition, effective March 17, 2007, the Section 31 fee rate applicable to securities transactions on the exchanges and over-the-counter markets will decrease to $15.30 per million dollars."
