SEC Fees Again

I know this formula has been given out so many times. But can someone post it again.
The basic formula for how SEC fees are calculated?

It's $30 per million dollars of stock sold. It's based on the dollar amount, not the volume, and only calculated on sales. That's .00003 or 3/100ths of one percent.
 
...and if I'm not mistaken, the SEC only needs under 25% of this fee revenue.

The massive surplus of fee revenue is just absorbed by the government, which refuses to lower SEC fees.
