The United Kingdom is mature enough to have a civilized discussion on the subject, followed by a binding vote on the part of those who would be affected.

As for the UK being mature enough, you'll shortly see the gloves coming off I am sure and true colors being shown. Politicians the world over are incapable of civilised or intelligent behavior. Many Scots, particularly the younger ones will likely vote to split from the UK for all the wrong reasons.
The humor, such as it is, is that no legal or factual basis has been set out to enable anyone to sensibly assess the pros and cons. The Scottish politicans spearheading this move have made a number of assumptions: they would continue to share the GBP as their currency and the Bank of England as the issuing bank; they would continue to be part of the Eurozone; they would decide unilaterally how much of the current UK debt will be assumed by them etc. All of these issues have received flat rebuttals from those in a position to opine knowledably. They will NOT be able to use GBP, they will NOT remain part of the EZ and they will not unilaterally be able to decide how much of the current UK debt they will assume. These are just off the top of my head as there and significant numbers of assumptions which are blatantly ridiculous . I thought the Brits as a whole were a naive bunch, but if the Scottish people don't challenge their leadership to fill in some of the blanks, they'll make the Brits look half sensible by comparison.
In contrast, should this devolution ever take place, England and Wales will be the net beneficieries of the action as they will no longer have to continue funding what is a net loss making region of the current union and Scotland will wither and perish economically, even more than it currently has. Whatever occurs, it's bound to get ugly.

I only know what I read in the media, I have no special inside track or knowledge. Not sure the USSR devolved so much as just fell apart.You obviously know a lot more about this than I do. Unraveling the financial implications, from debt to welfare to pensions, etc seems staggeringly complex in any devolution. The Soviet Union managed to do it however. Not sure how.
OPEC’s most recent report shows North Sea Oil being produced at its lowest level since 1977; and 10% down on 2012 and that downward trend accelerating. Basically, that oil field is running out. Worse still, the technology and management skills used to extract it, transport it and refine it are not Scottish. All they have is the declining mineral asset and no local means to do much with it.As to Scotland's prospects, wouldn't they be able to claim a large part of North Sea Oil? I rather assumed that was behind a lot of this.
It’s not the UK government holding the referendum, but the Scottish Parliament. Westminster makes legislation and laws for the whole of the UK. The Scottish parliament can make laws and legislation for Scotland.I understadn the politics in the UK are kind oif upside down form the US. The Scottish devolution movement is more of a left wing movement, while in the US it is clearly right wing. Obviousay, it is only in the talking and muttering stage here.
I don't understand why the UK government would hold a referendum if it will be of no effect. Did they assume it would be defeated and thus end the discussion? It seems if they allow it, they will be under quite a bit of pressure to act on it if it is approved.
