Scanner-Scan for a specific time periode

I would like to scan the market for a specific time periode. For example % change between 2 pm and 4 pm or 4pm and 6 pm, or 3.15 to 4.30 pm. The scanners i know (TOS, TC 2000) scan for 1 h, 2 h, 4 h % change.
Does anybody know a scanner which can execute such scans?
 
Trade Ideas with some backtesting features too. If you want it cheaper you can also look at Tradestation. Not sure but you can also check Finviz subscription and Scanz maybe. On Tradestation scanner and Trade-Ideas website you have full customization on your hands if you need that.

Have a look at quantpedia website below ressources. But I would say unless you are a very good coder probably no cheaper alternatives. But have a look yourself, I am not too familiar with these scannings...
