OK raising huge money to me (about $25million) for a business venture.....how the heck would you even start?

Not like you dan go and ask friends and family is it?

Withouit going to venture capatilsits and banks and looking like a complete idiot....is there a procedure/culture for this kind of thing?

Curious but if going to a venture capitalist to ask for 25MM will make you look like a complete idiot, are you ready to ask for 25MM from anyone?
 
Go talk to the SBA, seek out gov't lending sources.

Even if you don't want to borrow the money but are looking for investors at least you get an idea of what banks are looking for on a business idea paperwork.
 
Seed capital and venture capital are not necessarily the same thing. Unless you have some serious contacts, don't go looking for a publisher before even committing pen to paper. Start with a comprehensive and thoroughly researched business plan.
