According to reports they overstated cash value by $ 1 billion and yahoo shows that they have $ 1.16 billion in cash, so assuming this is old data, does this mean SAY only has $ 16 million in cash and $ 104 million in debt?

I don't know about the numbers, but .16B = 160M.
