S&P rating question.

What the heck does fair value mean. ie: S&P could give a stock a 12 month rating of 20 dollars on a stock trading for 17 but then give on the same analyst sheet a fair value of 22 dollars?

how the heck are all these things correlated.

so the report would say

12 month target 20
fair value 22
