Except in the case of voter fraud as the GOP defines it, of course, in which case it DID happen according to the GOP even though actual investigations did not uncover sufficient evidence to support such a conclusion.

It's all in the narrative. First you start with a conclusion, and then you either find or fabricate evidence to support it. Extra points for creativity.

:) I recall from Douglas Adam's "Dirk Gently's holistic detective agency" novel from 1987 which shows that the liking of the US for this cart-before-horse was recognised over 30 years ago:
