Steele is off in the UK now but things have changed there too. Theresa Trump-hater May is gone. And Boris needs a good trade deal and to be of the good side of the Americans since the Europeans don't love him anymore. Plus Boris is willing to produce to get that American diplomat's back to the UK, the one who killed a Brit in a car accident or something. He is taking a lot of heat on that and would like to be able to show the outraged public there that he took care of things.
The Brits could very easily put the squeeze on Steele for misconduct/espionage/collaboration with Russian agents while on British soil or under the pretense of working for the government, MI6, whatever. - all while letting him know that it would in his interest to clear those issues up with the Americans so avoid any need for the Brits to look at it further.
I will say one thing, which I have said before. Steele knows what the hell was going on from top to bottom. He was being paid by Hillary's campaign and knows how the money was laundered down through her attorney. He was collaborating with Bruce Ohr, and Bruce Ohr's wife Nellie was working with him at Fusion. And Steele was shopping his fake finding around to both Susan Rice and Samantha Power- or at least we know he was visiting their senior staff trying to get them interested in it. We can assume Brennan was in the loop. And Steele knows that McCabe and Comey were updated on everything and lied through his arse to Horowitz etc. Unfortunately for Steele, Durham knows all this and more.
The irony is that Steele peddled all this phony russian shiite to bring Trump down. Even having Comey go to the White House and try to shake Trump down with it. But the irony is that he needs to watch out for the Russians dumping stuff on him to Durham or the Brits through backchannels to set him up for prosecution. That's the best case scenario for him. As you say, his suicide note may have already been written.
As I have many times though, I am a pay for performance kind of guy. If Steele wants to earn a chance to see his kids grow up, well I would give him a chance to earn that. His choice.

Sounds like the Justice Dept basically said "We cannot really punish them so no desire to pursue this further.."

IG Horowitz: ‘We do not have confidence that the FBI has executed its Woods Procedures’
“for all 25 FISA applications with Woods Files that we have reviewed to date, we identified facts stated in the FISA application that were: (a) not supported by any documentation in the Woods File, (b) not clearly corroborated by the supporting documentation in the Woods File, or (c) inconsistent with the supporting documentation in the Woods File. While our review of these issues and follow-up with case agents is still ongoing—and we have not made materiality judgments for these or other errors or concerns we identified—at this time we have identified an average of about 20 issues per application reviewed, with a high of approximately 65 issues in one application and less than 5 issues in another application.
Here’s What Horowitz Report Found
Our lack of confidence that the Woods Procedures are working as intended stems primarily from the fact that:
(1) we could not review original Woods Files for 4 of the 29 selected FISA applications because the FBI has not been able to locate them and, in 3 of these instances, did not know if they ever existed;
(2) our testing of FISA applications to the associated Woods Files identified apparent errors or inadequately supported facts in all of the 25 applications we reviewed, and interviews to date with available agents or supervisors in field offices generally have confirmed the issues we identified;
(3) existing FBI and NSD oversight mechanisms have also identified deficiencies in documentary support and application accuracy that are similar to those that we have observed to date; and
(4) FBI and NSD officials we interviewed indicated to us that there were no efforts by the FBI to use existing FBI and NSD oversight mechanisms to perform comprehensive, strategic assessments of the efficacy of the Woods Procedures or FISA accuracy, to include identifying the need for enhancements to training and improvements in the process, or increased accountability measures.
