Because of Elon's previous support for the Russians in the conflict when he shut down Starlink for use by Ukraine.
He never shut it down, he didnt turn it on. Russian Crimea does not have access to starlink.

Additionally Musk shut off Starlink in Ukraine if the U.S. taxpayer did not pay the bills. However the money Musk was demanding was over 10X the cost charged for the service -- and 20X the cost charged for terminals to other customers.
