It is complicated. Along with the usual threatening of Kiev to keep the Ukrainians from sending troops in that area to the eastern front, Putin is worried about Lukashenko's grip on power there. In other words, the Wagner troops are doing double duty which is to threaten the Ukrainians but also to prop up the Belarus government. Particularly since he moved all those nukes there. He would hate to lose those in an uprising.
