The dam was under control of Russians. Dams are built extremely robustly (obviously) and this one was built in 1950, when Soviets built with an enormous margin of safety. The only way to destroy it was to mine it with a huge explosive charge (it showed up on seismographs when it blew). And even then it had to be placed in a well calculated spot. Ukrainians physically could not do it.
And yes, it does cut off water to Crimea. But short term it makes it more difficult for Ukrainians to cross the river. That was the effect they were going for.
