"Most of these cases reportedly occurred shortly after capture. We have found no substantial evidence of mistreatment in more permanent places of detention," UN High Commissioner for Human Rights Volker Türk stressed during his address to the 52nd session of the UN Human Rights Council.
Civilian detainees in Ukraine have also been tortured, the high commissioner noted.
"My staff has documented 91 cases of enforced disappearances and arbitrary detentions by Ukrainian security forces," he said.
