Not quite. Now Putin cannot enter any country that is a signatory. Granted that's only 123 of them but still.

Soon Russia will be China so he can consider himself a world traveler from the comfort of the Kremlin.

Not just Xi. For example, Turkey is a signatory. Erdogan, if he talks to Putin, will be talking to someone whom Turkey recognizes as an indicted war criminal. Same with Macron, Scholtz etc.

This line in the Kremlin propaganda is laughable -
"Russia cares about its soldiers, it does not throw unprepared men into combat."

This is a country which throws its citizens into combat with nearly no equipment and a couple weeks of training. LOL

Trying to portray the rounding up of men in the occupied Donbas region as being volunteers for the Russian military so they "earn" Russian citizenship (while in actuality Russian passports are being forced on the residents in occupied territories) is both sad and laughable at the same time.
