Germany, E.U. Launch Work on ‘New Marshall Plan’ for Ukraine's Post-War Reconstruction

BERLIN — German and European Union leaders gathered experts Tuesday to start work on what Germany’s chancellor described as a “new Marshall Plan” for the rebuilding of Ukraine.

The Marshall Plan was a U.S.-sponsored initiative that helped revive western European economies after World War II.

A one-day conference in Berlin was convened to discuss “how to ensure and how to sustain the financing of the recovery, reconstruction and modernization of Ukraine for years and decades to come,” German Chancellor Olaf Scholz said.

Scholz, who co-hosted the meeting with European Commission President Ursula von der Leyen, said he’s looking at “nothing less than creating a new Marshall Plan for the 21st century—a generational task that must begin now.”

Von der Leyen said the World Bank puts the cost of damage to Ukraine so far at 350 billion euros ($345 billion). The EU decided in June to make Ukraine a candidate to join the bloc, and needs “to firmly embed Ukraine’s reconstruction efforts as part of its path toward the European Union,” she said.

In addition to longer-term help, “Ukraine needs fast rehabilitation right now as we speak” as Russia targets Ukrainian electricity and other infrastructure ahead of the onset of the winter, von der Leyen said. She called those “pure acts of terror.”

Ukrainian President Volodymyr Zelenskyy emphasized that point in a video address from Kyiv. He told the Berlin conference participants that Ukraine has a $17 billion “fast recovery” plan to repair damage to hospitals, schools, transportation and energy infrastructure, and other structures.

“As of now, we haven’t received a single cent for the implementation of the fast recovery plan,” he said, speaking through an interpreter.

Scholz underlined Germany’s commitment to keep supplying Ukraine with weapons, including air-defense systems, as long as they are needed.

“The best reconstruction is the reconstruction that does not have to happen at all because Ukrainian cities and power stations are protected from Russian bombs, drones and missiles,” he said.

“We do not yet know when this war will end, but end it will,” the German leader said. “From our own historical experience, we also know that reconstruction is always possible and that it is never too soon to tackle this task.”

Scholz and von der Leyen invited the leaders of Poland and Switzerland, the International Monetary Fund, the Organization for Economic Cooperation and Development, the European Investment Bank, the European Bank for Reconstruction and Development, the U.N. Development Program and others to Tuesday’s meeting. Germany currently chairs the Group of Seven industrial powers.

“We have no time to waste. The scale of destruction is staggering,” von der Leyen said. “We need all hands on deck — the G-7, the European Union, Europe; strong partners like the United States, Canada, Japan, the U.K., South Korea, Australia, New Zealand and many, many more.”

It's a little bit like all these Russians fleeing the country and people saying that opposition to the war is growing because so many are leaving.

Actually, it just means that they are opposed to being mobilized. If they were not being mobilized and the Tatars and kids from Siberia were going to be the only ones fighting the war, they would be okay with it. Many of them anyway. There is growing opposition to the war too. Just saying that not wanting to be mobilized in not necessarily opposition to the war.

Russia’s defense chief warns of ‘dirty bomb’ provocation

Russia’s defense chief alleged Sunday that Ukraine was preparing a “provocation” involving a radioactive device, a stark claim that was strongly rejected by U.S., British and Ukrainian officials amid soaring tensions as Moscow struggles to stem Ukrainian advances in the south.

Russian Defense Minister Sergei Shoigu made the allegations in phone calls with his counterparts from the United States, Britain, France and Turkey.

Russia’s defense ministry said Shoigu voiced concern about “possible Ukrainian provocations involving a ‘dirty bomb,’” a device that uses explosives to scatter radioactive waste. It doesn’t have the devastating effect of a nuclear explosion, but could expose broad areas to radioactive contamination.

Russian authorities repeatedly have made allegations that Ukraine could detonate a dirty bomb in a false flag attack and blame it on Moscow. Ukrainian authorities, in turn, have accused the Kremlin of hatching such a plan.

British Defense Secretary Ben Wallace strongly rejected Shoigu’s claim and warned Moscow against using it as a pretext for escalation.

The British Ministry of Defense noted that Shoigu, in a call with Wallace, “alleged that Ukraine was planning actions facilitated by Western countries, including the UK, to escalate the conflict in Ukraine.”

“The Defense Secretary refuted these claims and cautioned that such allegations should not be used as a pretext for greater escalation,” the ministry said.

The U.S. also rejected Shoigu’s “transparently false allegations,” White House National Security Council spokesperson Adrienne Watson said in a statement. “The world would see through any attempt to use this allegation as a pretext for escalation.”

In a televised address Sunday evening, Ukrainian President Volodymyr Zelenskyy suggested that Moscow itself was setting the stage for deploying a radioactive device on Ukrainian soil.

“If Russia calls and says that Ukraine is allegedly preparing something, it means only one thing: that Russia has already prepared all of it,” Zelenskyy said.

The mention of the dirty bomb threat in Shoigu’s calls seemed to indicate the threat of such an attack has risen to an unprecedented level.

The French Ministry of the Armed Forces said Shoigu told his counterpart, Sebastien Lecornu, that the situation in Ukraine was rapidly worsening and “trending towards uncontrollable escalation.”

“It appears that there is a shared feeling that the tensions have approached the level that could raise the real threat for all,” said Fyodor Lukyanov, the Kremlin-connected head of the Council for Foreign and Defense policies, a Moscow-based group of top foreign affairs experts.

The rising tensions come as Russian authorities reported building defensive positions in occupied areas of Ukraine and border regions of Russia, reflecting fears that Ukrainian forces may attack along new sections of the 1,000-kilometer (620-mile) front line of the war, which enters its ninth month on Monday.

In recent weeks, Ukraine has focused its counteroffensive mostly on the Kherson region. Their relentless artillery strikes cut the main crossings across the Dnieper River, which bisects the southern region, leaving Russian troops on the west bank short of supplies and vulnerable to encirclement.

This may be the time to remind everyone that Russia prepared the miners who they brought into Chernobyl to work in radioactive conditions by having them work without clothes -- knowing they would die. Then did nothing to compensate the families.

This is a reproduction of my live Twitter summary/translation of Vladimir Putin's speech:

I wish every single person in the West would listen to Putin's speech. Obviously, that won't happen so let me summarise as a professional translator for 10+ years. He states, as he has done from the outset, what his intentions and complaints are in the plainest terms possible.


Setting aside his brief comments on the recent "referendums", he spends most of his speech discussing the West. His primary complaint isn't NATO expansion, which gets only a cursory mention. The West is greedy and seeks to enslave and colonise other nations, like Russia.

The West uses the power of finance and technology to enforce its will on other nations. To collect what he calls the "hegemon's tax". To this end the West destabilises countries, creates terrorist enclaves and most of all seeks to deprive other countries of sovereignty.

It is this "avarice" and desire to preserve its power that is the reason for the "hybrid war" the collective West is "waging on Russia". They want us to be a "colony". They do not want us to be free, they want Russians to be a mob of soulless slaves - direct quote.

The rules-based order the West goes on about is "nonsense". Who made these rules? Who agreed to them? Russia is an ancient country and civilization and we will not play by these "rigged" rules. The West has no moral authority to challenge the referendums because it has violated the borders of other countries. Western elites are "totalitarian, despotic and apartheidistic" - direct quote. They are racist against Russia and other countries and nations. "Russophobia is racism". They discriminate by calling themselves the "civilised world".

They colonised, started the global slave trade, genocided native Americans, pillaged India and Africa, forced China to buy opium through war. We, on the other hand, are proud that we "led" the anti-colonial movement that helped countries develop to reduce poverty and inequality.


They are Russophobic (they hate us) because we didn't allow our country to be pillaged by creating a strong CENTRALISED (emphasis his) state based on Christianity, Islam, Judaism and Buddhism. They have been trying to destabilise our country since the 17th century in the Times of Trouble. Eventually, they managed to "get their hands on our riches" at the end of the 20th century. They called us friends and partners while pumping out trillions of dollars (his irony game is strong today).

We remember this. We didn't forget. The West claims to bring freedom and democracy to other countries but it's the exact opposite of the truth. The unipolar world is anti-democratic by its very nature. It is a lie. They used nuclear weapons, creating a precedent. They flattened German cities without "any military need to do so". There was no need for this except to scare us and the rest of the world. Korea, Vietnam. To this day they "occupy" Japan, South Korea and Germany and other countries while cynically calling them "allies".

The West has surveillance over the leaders of these nations who "swallow these insults like the slaves they are".

He then talks about bioweapon research (haven't heard about them for a while) and human experiments "including in Ukraine".

The US rules the world by the power of the fist. Any country which seeks to challenge Western hegemony becomes an enemy. Their neocolonialism is cloaked in lies like "containment" of Russia, China and Iran. The concept of truth has been destroyed with fakes and extreme propaganda (irony game still strong).

You cannot feed your people with printed dollars and social media. You need food and energy. But Western elites have no desire to find a solution to the food and energy crises *they* (emphasis his) created.

They solved the problems at the start of 20c with WW1 and the US established dominance of the world via the dollar as a result of WW2. In the 80s they had another crisis they solved by "plundering our country". Now they want to solve their problems by "breaking Russia".

Russia "understands its responsibility to the international community" and will "do everything to cool the heads of these neocolonials who are destined to fail".

They're crazy. I want to speak to all Russian citizens, do we want to replace mum and dad with parent 1 and 2?

They invented genders and claim you can "transition". Do we want this for our children?

We have a different vision.

They have abandoned religion and embraced Satanism - direct quote.

The world is going through a revolutionary transformation. A multipolar world offers nations freedom to develop as they wish and they make up the majority of the world.

We have many like-minded friends in Western countries. We see and appreciate their support. They are forming liberation, anti-colonial movements as we speak - direct quote. These will only grow.

We are fighting for a fair world for our country. The idea of exceptionalism is criminal and we must turn this shameful page. The breaking of the West's hegemony is INEVITABLE (emphasis his).

There is no going back. We are fighting for our "great (as in big), historic Russia". Our values are (irony game crescendo): love of our fellow man, compassion and mercy.

Truth is with us, Russia is with us.
