In the light of Russia's false statements alleging that Ukraine is preparing a so-called "dirty bomb", Ukraine invites UN and IAEA monitoring missions and demands compliance with paragraph 4 of the Budapest Memorandum.

Note: Paragraph 4 of the Budapest Memorandum states that the signatories reaffirm their commitment to seek immediate UN Security Council action to provide assistance to Ukraine, as a non-nuclear-weapon State Party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), if Ukraine should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used.

The Budapest Memorandum of 1994 provided Ukraine with security assurances in connection with its accession to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). It was signed by Russia, the United Kingdom and the United States. As of 1991, Ukraine had the third largest nuclear arsenal in the world, but our country lost its nuclear status on 2 June 1996.

However, since 2014, the Russian Federation has carried out aggression against Ukraine, occupied its territories, and on 24 February 2022, launched a full-scale invasion.

Background:
  • On Sunday, the Russian Defence Minister called at least three defence ministers of NATO states (France, Turkey and the United Kingdom) and talked about an alleged Ukrainian "dirty bomb". He also spoke to the US Secretary of Defense.
  • Earlier, the Russian state-run news agency RIA Novosti, known for spreading disinformation and propaganda, reported that Ukraine was preparing to "detonate a nuclear bomb" on its territory in order to accuse Russia of using weapons of mass destruction and turn the whole world against Moscow. This information was simultaneously distributed within an hour by all the usual Russian propaganda media.
  • Shoigu's statements were condemned by Ukraine’s Minister of Foreign Affairs, Dmytro Kuleba, calling them absurd and dangerous.
  • President Volodymyr Zelenskyy called on the world to react as harshly as possible to the next step in the escalation by the Russian Federation.

Two men fired at soldiers on a Russian military firing range near Ukraine on Saturday, killing 11 and wounding 15 before being slain themselves, the Russian Defense Ministry said.

The ministry said in a statement that the shooting took place in the Belgorod region in southwestern Russia that borders Ukraine. It said two men from an unnamed former Soviet republic fired on volunteer soldiers during target practice and were killed by return fire.

The ministry called the incident a terrorist attack.

The shooting comes amid a hasty mobilization ordered by President Vladimir Putin to beef up Russian forces in Ukraine — a move that triggered protests and caused hundreds of thousands to flee Russia.

Putin said Friday that over 220,000 reservists already had been called up as part of an effort to recruit 300,000. He promised the mobilization would be wrapped up in two weeks.

The mobilization was troubled from the start, with authorities issuing confusing signals about who should be called up for service in a country where almost all men under age 65 are listed as reservists.

Even though the Russian leader declared that only people who had recently served in the military would be subject to the call-up, activists and rights groups reported military conscription offices rounding up people without any army experience — some of whom were also unfit for service for medical reasons.

Some of the freshly called-up reservists posted videos of themselves being forced to sleep on the floor or even outside and given rusty weapons before being sent to the front lines.

Russian media reports said some of those who were mobilized were sent to combat without receiving proper training and were quickly killed.

Authorities have acknowledged the mobilization was often poorly organized and promised to improve the situation.

Russia’s defense chief alleged Sunday that Ukraine was preparing a “provocation” involving a radioactive device, a stark claim that was strongly rejected by U.S., British and Ukrainian officials amid soaring tensions as Moscow struggles to stem Ukrainian advances in the south.

Russian Defense Minister Sergei Shoigu made the allegations in phone calls with his counterparts from the United States, Britain, France and Turkey.

Russia’s defense ministry said Shoigu voiced concern about “possible Ukrainian provocations involving a ‘dirty bomb,’” a device that uses explosives to scatter radioactive waste. It doesn’t have the devastating effect of a nuclear explosion, but could expose broad areas to radioactive contamination.

Russian authorities repeatedly have made allegations that Ukraine could detonate a dirty bomb in a false flag attack and blame it on Moscow. Ukrainian authorities, in turn, have accused the Kremlin of hatching such a plan.

British Defense Secretary Ben Wallace strongly rejected Shoigu’s claim and warned Moscow against using it as a pretext for escalation.

The British Ministry of Defense noted that Shoigu, in a call with Wallace, “alleged that Ukraine was planning actions facilitated by Western countries, including the UK, to escalate the conflict in Ukraine.”

“The Defense Secretary refuted these claims and cautioned that such allegations should not be used as a pretext for greater escalation,” the ministry said.

The U.S. also rejected Shoigu’s “transparently false allegations,” White House National Security Council spokesperson Adrienne Watson said in a statement. “The world would see through any attempt to use this allegation as a pretext for escalation.”

In a televised address Sunday evening, Ukrainian President Volodymyr Zelenskyy suggested that Moscow itself was setting the stage for deploying a radioactive device on Ukrainian soil.

“If Russia calls and says that Ukraine is allegedly preparing something, it means only one thing: that Russia has already prepared all of it,” Zelenskyy said.

The mention of the dirty bomb threat in Shoigu’s calls seemed to indicate the threat of such an attack has risen to an unprecedented level.

The French Ministry of the Armed Forces said Shoigu told his counterpart, Sebastien Lecornu, that the situation in Ukraine was rapidly worsening and “trending towards uncontrollable escalation.”

“It appears that there is a shared feeling that the tensions have approached the level that could raise the real threat for all,” said Fyodor Lukyanov, the Kremlin-connected head of the Council for Foreign and Defense policies, a Moscow-based group of top foreign affairs experts.

The rising tensions come as Russian authorities reported building defensive positions in occupied areas of Ukraine and border regions of Russia, reflecting fears that Ukrainian forces may attack along new sections of the 1,000-kilometer (620-mile) front line of the war, which enters its ninth month on Monday.

In recent weeks, Ukraine has focused its counteroffensive mostly on the Kherson region. Their relentless artillery strikes cut the main crossings across the Dnieper River, which bisects the southern region, leaving Russian troops on the west bank short of supplies and vulnerable to encirclement.

Russia's two biggest recruitment/mobilization areas are Dagestan - 85% muslim- and the Tatars in Crimea-all muslims.

If the Ukrainians go full out for Crimea at some point, the Ukrainians will be reminding them of their history. Not only are they being abused by the Russians today but Crimea was almost all muslim Tatars at one point but a couple waves of dislocations under the Czar and the Soviets moved them out. (most fled to Ubekistan I think). And even in 2014 they removed even more and the Russians took their houses along with other Ukrainians.

The muslims are no cultural angels themselves but when you beat on a soldier while dissing and ragging on Allah, not something they do or allow. Or else heads are going to roll at some point, literally.
