In a context of broken promises by the US and Ukraine, same time frame, does it really matter? The important point is that NATO has missiles on Russia's borders and they don't like it. Neither did we, when missiles were in Cuba.
The greatest tragedy I can imagine out of this is that if Russian nukes do fly, they won't be hitting any of our old money capitalists, and the other stains who occupy the MIC and steer NATO, right where they live.
