What is the purpose of the concrete ring wells?

Seems like those are the ends of the bridge bent struts (or you can call them pier caps). The peculiarity of this particular bridge is that it is right next to the hydroelectric dam. Ukrainians don't want to destroy the dam at the moment, that would cause a lot of destruction downstream. So the bridge hits have to be very precise.

The funny thing is, due to the sanctions and the factories closing down, they won't be able to manufacture the 30-40 thousand Ladas that they will need for the parents of all the soldiers killed.

I heard that since the Russian government will not be able to give out Lada's to the parents of killed soldiers, that they are now offering a free- all expenses paid- week-long seaside vacation in Crimea.
