The point is that such a statements are always given by lower ranked Russian(political journalists, Medvedev, TV cahnnels...) or even foreigners (Serbs, Chechens...) who sympatize with the Russians. Putin will send the message, but will never be the messenger himself if the statement is over the top. Just to not be called an idiot.

But Putin apparently said something like that:In 2014 the Italian PM Matteo Renzi claimed that Putin had told EU head José Manuel Barroso that he could be in Kiev in two weeks if he wanted to.

In other words -- "Putin's paid mouthpieces" to hawk the Russian propaganda.
 
Indoctrination starts very young in Russia. Brainwash them before they even start to think themselves.
Should they not show bodybags with dead Russian soldiers too?
Or broken tanks.

Also why nuclear is almost excluded.
And what the highest priority is for Putin.
