It is hard to get/retain high level talent when you're not willing to pay them much.

I know quite a few IT people who get back to Russia from US/Canada
because you can buy so much more with each dollar so much more
friend of mine with above average IT salary in canada had just small townhouse and could not afford a separate bedroom for his 3 children
then he moved back to Russia and for these 3 k a month he has a huge house 2 servants who clean and cook and is not afraid his children will be brainwasheshed with LGBT propaganda

Notice this: immediately after Russia explicitly threatened states that supply Ukraine with "retaliatory strikes" declaring weapons suppliers as "legitimate targets":

US passes the lend-lease law
Germany (finally) caves in and allows heavy weaponry transfers to Ukraine
Poland transfers 240 tanks to Ukraine and dozens of other vehicles
Slovakia passes anti-aircraft systems

etc. etc. This is a deliberate and explicit call of the Russian bluff.
