The strategy is more likely to issue russian passports to those of military age in those regions for the purpose of conscription.

From a russian perspective, Ukrainians have no right to self-determination, sovereignty and the people's are considered sub-human.

In terms of nuclear option, it's pretty clear that the strategy is to create a disaster with
Zaporizhzhia, which can be deflected and denied much easier than an outright strike.
 
There are those that argue that the biggest impact of the mobilization will be that it undermines the struggling economy by taking even more workers away. Indeed we are seeing plenty of that already. Energy sector workers are being required to report for conscription. And steel plant workers...and...
