Russia's nuclear doctrine has been repeatedly stated in clear terms and reinforced again and again.
There is no mystery if you listen to the source.
Nuclear arms will only be used in 2 cases"
retaliation for a strike AGAINST Russia.
And - existential threat against Russia: ie, invading army actually crossing the border. This would be only a tactical strike against the forces themselves, NOT against their home cities, etc.
