There will always be ways around it. Crypto will eventually win.

If it became impossible (or just very difficult/risky/expensive) to change cryptocurrencies into fiat, the value of all cryptos would be far, far lower.

A cynic might say that governments only allow crypto to exist because it's easier to track than cash. After all, every BTC transaction is public.

If people think of bitcoin as a digital investment asset and not a currency, it would be a much simpler concept to understand or accept.

Converting bitcoin to fiat is not difficult unless you reside in Russia.

How can people short sell Crypto?

There are different ways... Bitcoin Futures through the CME, transfer dollars or crypto to an exchange, convert it to tether and then short the crypto/tether pair, some exchanges allow margin accounts that facilitate shorting.
 
That is a crappy news story, without any links to any sources and only a few paragraphs.
Methinks the story is somewhat less than a total ban on crypto and somewhat less than a sure thing to be voted into law.
