rumor ARCA book fees suspended?

About time. it is ridiculous to pay every exchange or ECN for simple L1 quote.
L1 should be free at all or at least consolidated for decent fee, as it was before those mergers

I believe the investigation was pushed by Yahoo and Google, upset about new fee structure.
