Yes, but I think you are perhaps ignoring the fact that where do actually do have some control is at the local level. Even in our city councils. Nobody seems to care who sits on the city council or the county board or even on the PTA. Most of our lives are lived at the local level. And voting matters at the local level. Yet most people show no interest.
